What is the difference between perfume and cologne?

Because perfume has a higher concentration of essential oils then cologne, perfume has 30% compared to cologne which has only about 8% by volume, it is considerably more expensive. Cologne does not last as long as perfume either and has to be reapplied after 2 – 3 hours, and you also need to apply more cologne then perfume.
What I don’t understand is why we refer to women’s perfume and men’s cologne? Take polo cologne for an example, depending on where you purchase this “cologne” you may pay $50.00 or more for a 4.2 oz bottle, and just a small amount needs to be applied and it doesn’t wear off in 2 – 3 hours. So should we not be referring to such men’s cologne as men’s perfume? Or does that sound to feminine?
